Accessibility statement for UKHSA KLS webpages

This accessibility statement applies to ukhsalibrary.koha-ptfs.co.uk.

This website is run by UKHSA Knowledge and Library Services (KLS). We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible:

  • the current focus is not always indicated
  • videos lack captions and audio description and most lack transcripts
  • some charts and images containing information do not have text-based alternatives
  • most older PDF documents are not fully accessible to screen reader software
  • some pages have improperly tagged headings and/or unclear link text
  • menu items are not displayed correctly when text is resized, and the homepage has overlapping text at high levels of magnification
  • some tables are not correctly tagged and the search/sort features are not fully accessible
  • the training calendar has several issues including navigations arrows having insufficient contrast and no text alternative and coding issues on the calendar grid
  • the scroll up link does not have the correct attributes defined and is displayed only as a shape

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.2 success criterion 1.1.1 (non-text content).

Some pages have improperly tagged headings. The search box on the homepage has tabs which are read as buttons or text. A few pages have tables or lists which are not correctly tagged. This fails WCAG 2.2 success criterion 1.3.1 – Info and Relationships and 2.4.6 (headings and labels).

The scroll up link on all pages does not have the correct attributes defined and is displayed only as a shape, meaning assistive technology cannot identify it. This fails WCAG 2.2 success criterion 1.3.3 (sensory characteristics) and 4.1.2 (name, role, value).

The previous and next arrows on the events calendar are only represented by symbols and have insufficient contrast. This fails WCAG 2.2 success criterion 1.3.3 (sensory characteristics) and 1.4.11 (non-text contrast)

Menu items are not displayed correctly when text is resized. The homepage has overlapping text when text is resized, and in portrait orientation on mobile devices. This fails WCAG 2.2 success criterion 1.4.4 (resize text) and 1.4.10 (reflow).

The content of many tables overflows at lower display sizes. This fails WCAG 2.2 success criterion 1.4.10 (reflow).

Search text placeholders on the site are not displayed correctly if text spacing is increased. This fails WCAG 2.2 success criterion 1.4.12 (text spacing).

Some pages have unclear link text. This fails WCAG 2.2 success criteria 2.4.4 (link purpose (in context)) and 2.4.6 (headings and labels).

Navigating by keyboard does not always indicate the current focus. For example focus may not be visible on specific images, or when selecting the sorting and limiting features in some tables. This fails WCAG 2.2 success criterion 2.4.7 (focus visible).

Search boxes for searching tables on the site do not have a clearly defined name, role or value and the placeholder attribute is blank. This fails WCAG 2.2 success criterion 4.1.2 – Name, Role, Value

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. Any new PDFs or Word documents we publish will meet accessibility standards.

Pre-recorded video

The accessibility regulations do not require us to fix video published before 23 September 2020. Any new videos we publish will meet accessibility standards.

What we’re doing to improve accessibility

A project is planned to commence in November 2024 to investigate future options for this website. Completion is expected by the end of 2025. Any replacement or redeveloped site will fix the accessibility issues listed above.

Where issues are specific to content and structure, remedial work is underway to fix these, prioritising the 15 most accessed pages on the site. Completion is expected by November 2024.

Preparation of this accessibility statement

This statement was prepared on 11 May 2023. It was last reviewed on 5 September 2024.

This website was last tested in February 2024 by the UKHSA Technology / DevSecOps / QAT team, using automated scan tools followed by a tester using a range of assistive technologies and undertaking manual tests.

We tested the 15 most accessed pages, representing over 65% of site traffic.
